San Rafael is moving from years of planning into active construction preparation on a new Albert Park Library & Community Center, hiring a project manager to guide the facility from design through completion.
The project would replace the city's downtown library at 1100 E Street, a 1976 building that engineers have flagged as seismically vulnerable, undersized, and ill-equipped for the services modern libraries provide: broadband access, workforce training and social programs. The existing community center spaces face similar condition and capacity problems. A 2017 facilities master plan recommended consolidating both into a single new building, and after years of site debates, the City Council settled on Albert Park, near B Street and Andersen Drive, as the location.
That choice drew pushback from residents concerned about building on parkland and the impact on the adjacent ballpark, home to the Marin Kentfield Padres. The debate was ultimately resolved by voters: in November 2023, San Rafael residents approved Measure C, a 1% sales tax projected to generate roughly $12 million a year, with the library and community center project front and center in the campaign. The project manager hire now being sought is the first concrete procurement step since that vote.

The new facility would serve a city of about 62,000 with sharp neighborhood contrasts. The Canal district, home to one of the Bay Area's largest Latino immigrant communities, relies heavily on no-cost public resources, and the city has already committed separate funding to reinvent the small Canal neighborhood branch. A larger, more capable central facility is seen as extending that reach citywide.
The total construction budget has not been publicly disclosed. The RFP is posted on the city's procurement portal, with proposals due July 9. Once a firm is selected, the work covers community engagement, design and permitting before construction begins. That timeline will set the pace for everything that follows.
