The state has $106 million in federal NEVI funds committed over five years, and the authorization window under the 2021 Bipartisan Infrastructure Law closes at the end of FY2026. What looks like a procurement surge is, more precisely, a state pulling the trigger on contracts it can no longer afford to delay.
The dominant signal is VDOT's Phase 2 statewide Request for Applications, posted August 12 and updated August 16, with responses due September 28. The solicitation covers EV charging deployment across Virginia's nine Alternative Fuel Corridors, I-64, I-66, I-81, I-95, and five others, connecting rural Southwest Virginia to the Northern Virginia exurbs. FHWA reapproved Virginia's FY2026 NEVI Deployment Plan on September 24, 2025, and that approval directly unlocked the Phase 2 solicitation. The state had signaled as early as January 2026 that it intended to release this RFA in Q1; the August posting came several months late, which compresses the timeline further.
The financial picture clarifies the urgency. VDOT holds 34 active NEVI grants obligated since February 2026, totaling approximately $23.3 million in new federal commitments, with zero dollars outlayed so far, according to Virginia Clean Cities. That $0-outlay figure is the critical one. Virginia is not at the tail end of a buildout; it is at the very front edge of implementation, having spent years on planning, corridor designation, and vendor qualification. The contracts being solicited now will define where Virginians can charge for the next decade.
A second, quieter procurement stream is running in parallel. The Virginia Department of Corrections posted a solicitation in late July for fleet parking lot chargers at its Richmond headquarters, iterating it twice since, driven by a 2026 state law requiring all executive-branch agencies to install EV charging infrastructure in new construction and major renovations. A companion provision mandates that state agencies choose EVs for fleet purchases whenever a total-cost-of-ownership calculation favors them. The state's NEVI public input process has collected location preferences from residents; the September RFA is the first procurement where that input shapes actual contract awards.

VDOT received strong vendor interest in Phase 1, but Phase 2 is larger, the timeline is tighter, and the expanded scope, including heavy-duty charging and off-corridor sites, raises complexity.
