The University at Buffalo is preparing to tear out and rebuild the water distribution system running beneath Ellicott Quadrangle, its sprawling North Campus residential complex in Amherst, N.Y., where pipes installed about 50 years ago are reaching the end of their usable life.
Ellicott is one of the largest residential complexes in the SUNY system, housing more than 3,200 students across six sub-quads: Fargo, Porter, Red Jacket, Richmond, Spaulding and Wilkeson. The complex also includes dining, academic and administrative facilities, making a reliable water supply critical year-round. Buried water mains, valves and service laterals typically last 40 to 50 years. The Ellicott infrastructure is now squarely at that threshold.
The project is part of a broader reckoning across New York's 64-campus SUNY system, where a 2019 capital needs assessment identified more than $7 billion in critical deferred maintenance. UB's North Campus, built rapidly on former farmland in the 1970s, faces the compounding pressure of first-generation infrastructure aging out nearly all at once. New York State has responded with expanded SUNY Critical Maintenance capital allocations of roughly $1.5 billion annually in its FY2024 and FY2025 budgets.

Federal pressure has added urgency. The EPA's updated Lead and Copper Rule, finalized in 2024 with a 2027 compliance deadline, requires institutions to inventory and address aging water systems. Locally, repeated water main breaks across Buffalo and its suburbs in recent winters have kept the issue visible.
UB has been renovating the Ellicott Complex in phases since around 2018, upgrading residence hall interiors in several quads. This project takes that work underground. The dollar value of the reconstruction contract has not been publicly disclosed.
