Port Angeles, Washington is fixing a deteriorating stormwater outfall on N Street that drains directly into the Strait of Juan de Fuca, awarding a construction contract to Vet Industries, Inc. after a competitive bidding process that closed in September.
The Strait supports salmon runs, orca habitat, and shellfish beds, making it one of the more environmentally sensitive receiving waters in the Pacific Northwest. Stormwater outfalls that fail or degrade can carry sediment, pollutants, and debris into those waters, putting cities like Port Angeles at risk of violating Washington State's stormwater discharge permits under the federal Clean Water Act.
Many of Port Angeles's outfall systems were built in the mid-20th century and are pushing past or beyond their design lifespans. The city of roughly 21,000 on the northern tip of the Olympic Peninsula operates a stormwater utility funded by ratepayer fees, but like many small coastal cities it has faced a persistent backlog of repairs that outpaces available revenue. When aging outfalls fail, the consequences range from street flooding and erosion to environmental violations that draw enforcement attention from the Washington Department of Ecology.

The N Street project is part of a broader capital improvement push the city has been working through in recent years, which has also included a major combined sewer overflow reduction project and water system upgrades. Precipitation patterns in the region are also shifting, with more intense storm events stressing systems designed for different conditions decades ago.
